Each site sets what it requires. The rules live with the site, not in a supervisor's head, so a change applies everywhere at once.
Checked at the point of entry
The gate resolves the record against the rules as the worker presents. Valid, expiring or blocked is a decision the gatehouse can act on immediately.
Expiries surface before they bite
Anything about to lapse appears on the planner's list while there is still time to rebook, rather than at the gate on the morning of the shift.
